Shoreline Planner, Futurewise
Futurewise, a statewide public interest organization, seeks a Shoreline Planner. The Shoreline Planner will be responsible for Futurewise’s review of and response to county and targeted city shoreline master program (SMP) updates. Futurewise
Futurewise, formerly 1000 Friends of Washington, is the only statewide organization in Washington whose mission is to bring citizens together to manage growth and stop poorly planned sprawl. We promote healthy communities and cities while protecting working farms and forests from the destructive impacts of irresponsible overdevelopment. Futurewise has a twenty member volunteer Board of Directors and eleven staff not including the new Shoreline Planner position. Futurewise was founded in 1990.
Responsibilities:
Working with Futurewise’s Planning Director, the Shoreline Planner will carry out the following tasks:
- Build professional relationships with county and target city staffs working on the shoreline master program updates.
- Track the update process and anticipate opportunities for organizational and public comment.
- Gather public domain scientific information and data on shoreline resources and problems to identify issues and opportunities for the updates.
- Identify and contact state and local organizations whose interests may be affected by the updates and help build an effective coalition to participate in the updates. Work with the organizations, including People for Puget Sound, to identify leads for specific jurisdictions. Identify technical assistance needs for the updates and work to provide necessary assistance. Work with the coalition to identify additional issues and opportunities. Coordinate the coalition’s organizing and response.
- Assist in organizing the public to comment on county and targeted city proposals.
- Work with advisory committees established by the Puget Sound counties and target cities.
- Prepare an updated checklist to use to review shoreline master programs.
- Using the checklist, review and comment on the publicly available versions of the updates for counties and target cities.
- Coordinate findings with state agency staff.
- Work with coalition partners and Futurewise on the best messages for the pubic and media.
- Disseminate the findings and messages to coalition members and members of the public who would be likely to comment on the shoreline master program consistent with our evaluation.
- With coalition partners to prepare and implement a communications plan. Speak to the media when appropriate.
- Attend key hearings in target counties and cities.
- Comment during Ecology’s review and approval of the shoreline master program for target counties and cities.
- Evaluate whether appeals of adopted shoreline master programs are required. If an appeal is necessary, work with Futurewise legal staff and available pro bono attorneys to win the appeal.
- Communicate program successes and needs with the Futurewise staff, Board, funders, and the public.
Primary Qualifications:
- Graduation with from a four year college or university with a bachelor degree in urban planning, environmental studies, or a related field.
- Experience in urban or regional planning.
- Strong research and writing skills.
- Strong written and oral communications skills.
- Excellent interpersonal relations skills.
- Demonstrated ability to prioritize, manage, and coordinate multiple tasks.
- Proficient computer skills.
- The desire and ambition to make a substantial impact on the future of Washington State.
Preferred Qualifications:
- At least four years experience in local government planning.
- Experience preparing shoreline master programs.
- Experience working with the news media.
- Familiarity with the Shoreline Management Act and land use and environmental policy in Washington State.
- Experience working with elected officials and local government and state agency staff.
- Experience working citizen activists.
