Operations and Human Resources Manager, The Nature Conservancy of Washington

ESSENTIAL FUNCTIONS:

The Operations and Human Resources Manager is responsible for administering and maintaining the HR systems and procedures for the Washington program, and other administrative functions. HR functions include recruitment, employee relations, performance management, benefits, payroll, staff development and training, compensation, and workplace safety. Administrative functions include daily office and facilities operations and supervision. The Manager provides assistance to all levels of personnel on various HR and operations related issues, and develops and refines local HR systems and identifies best practices. Key responsibilities include the following:

  • Recruitment and Hiring. Collaborate with hiring managers to plan recruitment strategies for a variety of positions. Provide assistance to hiring managers on legal hiring practices, compensation, and negotiating offers. Promote recruitment strategies in the Chapter’s efforts to increase diversity. Draft offer letters and provide hiring materials to new employees.
  • Training and Development. Create and promote opportunities for staff professional growth and development. Coordinate employee trainings including skills trainings and supervisory training. Provide resources to new staff, including Washington’s Guidebook and local new employee orientation on operations services, benefits, and the Conservancy’s mission, goals, and values.
  • Performance Management. Coordinate training for managers on the performance management process and tools. Track the completion of annual, mid-year, and end of introductory reviews. In conjunction with Regional HR Manager, work with managers on developing and communicating performance expectations. Coordinate awards/recognition program for Washington chapter. Investigate and document performance issues, disciplinary issues, and complaints.
  • Payroll, benefits, and records management. Work with HR Regional Manager and Director to ensure that compensation provides internal equity and external competiveness. Maintain personnel files, process HR paperwork for employment changes. Assist employees with benefit enrollments and updates. Respond to inquiries on leave options and benefits. Ensure that timesheets are completed by the payroll deadline and that hours are recorded in accordance with the Conservancy’s time and effort reporting guidelines.
  • Other administrative functions. Coordinate daily office operations and ensure smooth operation of common areas. Oversee office support and reception duties. Manage the recruitment, hiring, and training of reception and office support staff. Administer facility matters to keep offices (including satellite offices around the state) working efficiently, including as needed, space planning, equipment rental agreements, maintenance contracts, office parking issues, building management and security issues, employee office setup and moves, furnishings, and office beautification.

KNOWLEDGE/SKILLS:

  • A Bachelor’s degree in Human Resources, Business, or related field and at least 2 years of HR related experience; or equivalent combination of education, certification and experience.
  • Solid understanding of fundamental HR concepts, processes, and services. Knowledge of State and Federal employment laws.
  • Ability to demonstrate discretion and sensitivity in handling confidential information.
  • Service oriented. Courteous, personable, tactful and able to deal effectively and sensitively with others.
  • Outstanding written and verbal communication skills.
  • Strong organizational skills and attention to detail.
  • Ability to coordinate multiple projects with several variables and meet deadlines.
  • Demonstrated flexibility to changing situations and priorities.
  • Demonstrated experience in MS Office, Word, Excel, and PowerPoint. Solid knowledge of word processing, database management and spreadsheet software, with ability to construct and produce reports and analyze data.

COMPLEXITY/PROBLEM SOLVING:

  • Ability to interpret guidelines & analyze factual information including Conservancy policies and procedures, State and Federal employment laws.
  • Resolve routine problems independently.
  • Act as a resource to others to solve problems.
  • Coordinate multiple projects with several variables, set realistic deadlines, and manage a timeline.

DISCRETION/LATITUDE/DECISION-MAKING:

  • Make day to day decisions within the scope of work assignments.
  • Duties may require non-routine analysis, research and follow-through.
  • Consults with Director of Operations and Worldwide Office Human Resource staff for assistance with complex employee issues.

RESPONSIBILITY/OVERSIGHT –FINANCIAL & SUPERVISORY:

  • Purchase equipment and supplies as provided for in the budget.
  • May assist in budget preparation.
  • May supervise administrative staff and/or volunteers, interns, or temporary staff.
  • Duties are performed under minimal supervision.

COMMUNICATIONS/INTERPERSONAL CONTACTS:

  • Ability to consistently demonstrate professional, positive, and approachable attitude /demeanor, and discretion and sensitivity in handling confidential information.
  • Work and communicate effectively with a wide range of people, including employees, the public, vendors, and people with different cultural backgrounds.
  • Provide a variety of information to staff and others to assist workflow throughout the organization.
  • Develop strategic partnerships with neighboring states to enhance HR services and training opportunities.
  • Familiarity with standard business communications; ability to draft and edit correspondence and other written materials.

WORKING CONDITIONS/PHYSICAL EFFORT:

  • Work performed in a general office setting.
  • Ability to work in a fast-paced, stressful environment and manage deadlines.
  • Work requires only minor physical exertion and/or strain. Work environment involves only infrequent exposure to disagreeable elements.
  • May require willingness to travel and work flexible hours.
  • On occasion may need to visit field offices. These visits may require the ability to hike on uneven or steep terrain in inclement weather.
